Abstract

This study focuses on the authorization fee for the development of private parking lots on public land in the City of Kinshasa, with emphasis on the collection of this fee.

 

It starts from the observation that many parking areas are operated without an adequate legal framework or effective administrative control, encouraging fraud, the misappropriation of public revenues, and the proliferation of informal parking facilities.

 

Despite its significant economic potential, the urban parking sector contributes only marginally to provincial revenues due to inadequate collection mechanisms, weak administrative oversight, and the irregular operation of several parking facilities.

Résume

Cette étude porte sur la taxe d’autorisation d’aménagement des parkings privés sur le domaine public de la ville de Kinshasa, en mettant l’accent sur la mobilisation de la taxe. Elle part du constat que de nombreux espaces de stationnement sont exploités sans encadrement juridique adéquat ni contrôle administratif efficace, favorisant la fraude, les détournements de recettes publiques et la prolifération des parkings informels.

 

Malgré son important potentiel économique, le secteur du stationnement urbain contribue faiblement aux finances provinciales en raison de l’insuffisance des mécanismes de perception, du faible contrôle administratif et de l’exploitation irrégulière de plusieurs parkings.
