Abstract 

The electoral process held in December 2018 in the Democratic Republic of the Congo took place in an institutional context characterized by intense political contestation and a persistent crisis of trust among electoral stakeholders. The introduction of the voting machine by the Independent National Electoral Commission (CENI) constituted a central element of this contentious dynamic, generating numerous legal, political, and socio-technical controversies. This article examines the foundations and implications of these controversies, highlighting the limits of electoral innovation in an environment marked by weak institutional legitimacy and the absence of political consensus. The study adopts an analytical and critical approach, drawing primarily on Congolese and African scholarly literature, in order to assess the effects of this innovation on the credibility of the electoral process and democratic consolidation in the Democratic Republic of the Congo.

Résumé

Le processus électoral organisé en décembre 2018 en République Démocratique du Congo s’est déroulé dans un contexte institutionnel caractérisé par une forte contestation politique et une crise persistante de confiance entre les acteurs électoraux. L’introduction de la machine à voter par la Commission Électorale Nationale Indépendante (CENI) a constitué un élément central de cette dynamique conflictuelle, en suscitant de nombreuses controverses d’ordre juridique, politique et sociotechnique. 

Le présent article analyse les fondements et les implications de ces controverses, en mettant en évidence les limites de l’innovation électorale dans un environnement marqué par une faible légitimité institutionnelle et l’absence de consensus politique. L’étude adopte une approche analytique et critique, fondée principalement sur la doctrine congolaise et africaine, afin d’évaluer les effets de cette innovation sur la crédibilité du processus électoral et la consolidation démocratique en République Démocratique du Congo.
